No UGC Approval To BU, Distance-Learning Students’ Future In Jeopardy

University Grants Commission (UGC) has come out with its list of recognition to Distance Learning Program Institutes for the year 2016-17. Bharathiar University (BU), headquartered at Coimbatore in Tamil Nadu has missed it making to these five.

Students Future in Doldrums

With the UGC denying an approval to BU, the future of those enrolled in distance education through the varsity, now lies in jeopardy.  Sources in the University inform that there are 22,000 students of which it had admitted nearly 50 % in the last academic year and 1,636 for the 2017 calendar year programmes.

BU runs courses starting January and then June/July.

No heed to UGC warning 

Sources inform that BU did not pay heed to UGC’s warning:

First being, a notice to stop operating centres outside its jurisdiction. It was allowed to operate distance education centres only in the Nilgiris, Coimbatore, Tirupur and Erode districts. But BU was operating centres in other states as well.

Second reason was that BU was operating through franchisee in rented buildings. As per UGC regulation, a University has to run its centres either on own buildings or only from rented buildings that meet certain regulations.

Loss of revenue & prestige 

The sources add that this loss of prestige for BU also means loss in significant revenue. In 2016-17 alone, it had netted ₹55 crore by operating 390 centres.

University Vice-Chancellor A. Ganapathi says “ The institution had moved the court that had stayed the UGC decision in 2015. As the stay continued, the University went ahead offering programmes that enjoyed UGC recognition.” He added that the University would now operate only within the State as dictated by the state govt.

However sources say that the V-C is hiding the fact that the 2015 court stay had nothing to do with distance education programme. If it were so, UGC would have included BU in the list of approved institutions for distance education programmes.

DUTA Continues its Evaluation Boycott even after a month

Delhi University Teachers Association, DUTA has decided to continue the Evaluation Boycott by adopting resolutions in favour of boycott by majority. DUTA has categorically demanded that the UGC’s Roster Notification of 5th March must be put in abeyance to ensure that no working ad-hoc or temporary teacher is displaced in the new academic session.

DUTA has been boycotting the evaluation for a month now to protest the new faculty reservation mechanism in universities and a host of other issues. In a General Body Meeting, the DUTA decided to continue its evaluation boycott by adopting a resolution, the teachers’ body said.

Meanwhile, the university again appealed to the teachers to end their evaluation boycott in the larger interest of students. This is the third time in two weeks that the varsity has issued such an appeal to the teachers

It has also demanded the immediate notification of revised allowances for teachers and workers as per 7 CPC. On other pending issues related to the counting of past services for promotions and absorption/regularization of all ad-hock and temporary teachers, DUTA has demanded urgent meetings with the VC that he has evaded so far. The MHRD and DU Administration have connived to prolong the suffering and anguish of teachers and attack the foundations of public-funded higher education.

Private Sector to Fund and Aid in boosting Higher Education in India

Higher Education in India might receive a significant monetary boost as the government is planning to rope in private companies and high-net individuals (HNIs) to finance and promote higher education across the country. The ministry of human resource development has prepared a draft of the plan and will present it before the Union cabinet for consideration.

Two government officials have stated the plan will be implemented through the higher education funding agency (HEFA), a non-banking financial company, under the human resource ministry.

Roping in HNIs and private companies might lead to improvements in higher education in India, and government officials seemed optimistic. “Bringing in industries or industrialists or high net-worth individuals for HEFA equity will have three benefits. One, structured and clean private funding. Two, outside experience of managing higher education funding. And three, curb chances of manipulation at the institutional level,” a government official told Live Mint.

In February 2018, Union Finance Minister Arun Jaitley said that the education sector was a priority for the Indian government.

Why does this matter

In 2014,reports says that a mere 10% of students have access to higher education in the country. The article cited a report by a development economist Abusaleh Shariff, and mentioned that residents of Bihar, Uttar Pradesh, and West Bengal have the worst access to higher education.

Report details that lax quality and a lack of accountability and widespread innovation is what ails higher education in India. Indian higher education seems to be suffering from a two-fold problem of quality and quantity. The Indian government seems to think that privatizing education is the only solution. However, along with private investment, the government also should look to invest more in education. India’s spending on education is much lower than that of other countries.

Perhaps some degree of privatization is the only way out for better higher education in India. However, along with adequate funds, the government must ensure the funds are being allocated to improve the quality of teaching offered to Indian students, thereby, improving accountability of the system.

AKTU gets approved by AICTE to run design courses at UG and PG level

AICTE has granted the Dr APJ Abdul Kalam Technical University (AKTU) to have design courses at the undergraduate and post-graduate levels from this academic session.

Dr. A.P.J. Abdul Kalam Technical University (AKTU) which was known as uttar Pradesh technical university,is a public collegiate university in lucknow in the Indian state of UP. It was first established as the uttar Pradesh technical university through the government of uttar Pradesh. Their main aim was to reduce workload and to ensure proper management. After that the university was bifurcated into separate universities, Gautam Buddha Technical University and Mahamaya Technical University. This university is also affiliated to approximately 800 colleges.

Approval Granted for AKTU

AICTE i.e. the all India council for technical education has granted the Dr APJ Abdul Kalam Technical University (AKTU) to design the courses at the undergraduate and post-graduate levels from academic session. It has now became the first university in the country to have the Bachelor of Design (B.Des) and Master of Design (M.Des) courses. “The university has received the AICTE’s approval to run specialised post-graduate courses in Lucknow,” said university vice chancellor Vinay Kumar Pathak.Classes for B.Des and M.Des courses will be conducted at the UP Institute of Design in Noida, which was established last year. The B.Des course will take 40 students a year and the M.Des course will take 18, said institute official Virendra Pathak. On this way, the AICTE has also approved three specialised courses – M Tech in Computer Science and Engineering, M Tech in Nano Technology and M Tech in Mechatronics – at Lucknow’s Centre for Advance Studies. All the three courses have an intake of 18 each student.

Students who are pursuing post-graduate courses will also get a monthly scholarship of Rs 12,500 from the government. The GATE score sheet will be used for according admission in these courses.
